What Does (partial Grant Of Benefits) Mean?

I filed an appeal based on advice from the DAV in Sept. 2013. I finally received a rating adjustment for PTSD from 50% to 70%. In the letter it says: Evaluation of post traumatic stress disorder, which is currently at 50 percent disabling, is increased to 70 percent effective Jan. 2015. (PARTIAL GRANT OF BENEFITS SOUGHT ON APPEAL) OK thanks but does anyone know what they mean by (PARTIAL GRANT OF BENEFITS SOUGHT ON APPEAL)?
